Paedophile approached girl with his trousers undone on Leeds street just hours after prison release
Judge convinced pervert’s intentions were sexual
A convicted paedophile who approached an 11-year-old girl in the street hours after being released from prison has been locked up again.
Mukisa Kibaya, who was on licence for child sex offences, was “in a state of undress” with his trousers undone and his underwear showing when he spoke with the girl.
Judge Christopher Batty said it was a “really troubling” case and handed him a new two-year jail sentence at Leeds Crown Court.
The court heard that the 48-year-old was previously jailed for attempting to entice a young girl into a public toilet.
He was given a jail sentence and subjected to a sexual harm prevention order (SHPO), forbidding him to speak with anyone unsupervised under the age of 18. He has breached the SHPO three times, the court heard.
He was last released from custody on July 23, and was bailed to an address in Leeds.

It was heard he took drugs and that evening, between 8pm and 9pm, spotted the two young girls playing in the street.
With his trousers undone, he asked one if he would have a glass of water and she went to ask her father.
Kibaya followed her inside the property, where the shocked father of the girl told him to leave.
Prosecutor Zanisha Herbert said that Kibaya had made similar requests for water to other residents who were suspicious of him.
Kibaya was followed by concerned residents to his bail address and a confrontation took place through the window.
Kibaya, of Glensdale Street, Richmond Hill, was arrested and taken back into custody.
Appearing in court today over a video link from HMP Leeds, he admitted the latest breach of his SHPO.
Mitigating, Sean Smith acknowledged it the breach but described it as “fleeting”. He also conceded it was inevitable that Kibaya was facing another jail sentence.
Judge Batty told Kibaya: “This is really troubling and in my view, a serious case.
“Having been released, you went to your support accommodation, checked in, went and took cannabis and sought out, in my view, this 11-year-old girl.
“It’s difficult to understand why else you would be approaching an 11-year-old girl, while in a state of apparent undress.
“This is a very serious breach having just been released on licence.”
He said his SHPO, which expires in 2031, will remain in place and he will remain on the sex offender register.
