Gareth Southgate's side will face Germany in a 5pm kick-off at Wembley on Tuesday tea time as the summer's European Championships reach the first knockout stage.
Phillips is the only England outfield player to have played every minute of every group game so far and Neville believes the 25-year-old should again line up along with West Ham's Declan Rice in the middle of the park.

Neville then has Phillips and Rice in centre midfield behind a front three of Raheem Sterling, Harry Kane and Bukayo Saka.
Neville said he had picked wing backs to match up and engage Germany's and that Rice and Phillips could battle it out with Ilkay Gundogan and Toni Kroos.
