Construction work for Millennium Square in front of Leeds Civic Hall was well underway in May 2000. Spy-holes and fish eye lenses were placed in the perimeter security fencing to let the public keep an eye on the progress. Elsewhere motorists were being driven to distraction by the closure of a city centre route to traffic. Park Row was the focus of frustration for drivers.
