Kershaw, 21, scored two tries - including one on his debut against Leeds Rhinos - in six appearances last season.
He has turned down the offer of a new two-year deal and Chester said: “We have made him an improved offer on his 2020 contract and he came back fairly quickly with a ‘no thank you’.
“That took us a bit by surprise, especially as there’s a fee involved. He is still at that age where should he go somewhere else we can get a fee for him, because he has been in our system all this time.
“He wants to look at the open market, but clubs will have to bear that [the fee] in mind.”
Kershaw played for Keighley Albion and Eastmoor Dragons before joining Trinity’s academy and had spells on loan at Oldham in 2018 and 2019, touching down 16 times in 27 games.
