Tony, 45, said he had got the dinghy out to 'brighten up' his Sunday afternoon during the floods.
Video footage shows Tony - who works for T&J Hargreaves and sons - running onto the flooded Gelderd Road before jumping in the dinghy and rowing down the floods.

Hide AdIn a tweet, West Yorkshire Police said: "We are aware that Gelderd Road in #Leeds is flooded.
"We are also aware of the male with his self made dinghy having a little paddle.
"No need to ring 999."
The Met Office said Storm Ciara will bring a spell of very strong winds on Sunday.
Flying debris could lead to Injuries or danger to life, the forecast said.
