The young man was caught at the Logic Leeds business centre near Halton Moor in Leeds.
Other youths who had been with the young man managed to run away from police.
However, they were captured on CCTV.
Police said that they are "confident" they will be identified shortly.
Sergeant Frost, Lead Sergeant for the Temple Newsam and Halton Neighbourhood Policing Team, said: "Yesterday officers from the Outer East Neighbourhood Policing Teams arrested a juvenile on suspicion of stealing the moped pictured.
"The juvenile was caught with it at Logic Park Business Park next to Halton Moor, Leeds.
"Other youths who had been with this juvenile managed to run off but they were captured on CCTV so police are confident they will be identified shortly and action will be taken.
"Those involved will also be dealt with for breaching COVID 19 Legislation under the government's guidelines.
Sgt Frost added: "I would like to add that the vast majority of people are adhering to the new government rules and staying at home.
"Thank you to those who are helping to keep communities safe, however some are not and they are putting others at risk.
"Please make sure you know where your children are at all times.
"They are not meant to be out roaming the streets with their friends or stealing other people's property."
