Residents in Middleton raised concerns that a property was being used to cultivate the Class B drug.
Officers raided the property on Wednesday evening and found one adult and three children inside.
They were all arrested on suspicion of the production of cannabis with the intent to supply drugs.

The adult was also wanted by police for domestic matters and for failing to attend Crown Court.
In a statement issued on Facebook, the Leeds South Neighbourhood Policing Team said: "This evening Team 3 officers have attended at an address in Middleton after concerns were raised that a premises was being used to cultivate cannabis.
"Officers have attended and arrested four people present, One adult and three juveniles, for production of cannabis and possession with the intent to supply drugs.
"The adult was also wanted for domestic matters and for failing to attend at Crown Court.
"Enquiries are ongoing."
