All was revealed in June 1989 when council chiefs officially presented to the city the 26ft design - 'Welcome to Leeds' - in a ceremony marking the completion of a £30,000 scheme to brighten up the city's southern gateway.

Leeds City Council's parks staff had added a splash of colour with hundreds of summer bedding plants.

The city's employment and economic development committee were behind the scheme which had transformed bankings and traffic islands on all M1 feeder roads.
