It means that pubs and bars will not be able to reopen their doors to customers and all household mixing is still banned.

The only areas moving down from Tier 3 to Tier 2 are Bristol and North Somerset.

Matt Hancock said the “vast majority” of places in Tier 3 restrictions will not be changed, but added in the Commons: “In Bristol and North Somerset rates have come down from 432 per 100,000 to 121 and falling.

“Bristol and North Somerset will come out of Tier 3 into Tier 2 on Saturday.

“Rates in Herefordshire have also come down to 45 in 100,000 and are falling, and we can therefore bring Herefordshire out of Tier 2 and into Tier 1.”

All the areas of the north that were put into Tier 3 including Leeds, West Yorkshire, Sheffield and South Yorkshire will remain in Tier 3.

What is Tier 3 and what does it mean for Leeds?

- Household mixing is banned anywhere indoors

- Two households can mix in limited circumstances in parks and fields, but only if observing the rule of six

- Non essential shops can reopen following the national lockdown - Tier 3 allows shops to be open

- Pubs, bars and restaurants cannot open their doors - they must operate for collection and delivery only

- People in Tier 3 are advised not to travel outside their area

- Hotels must close and overnight stays outside the local area are not permitted

- Wedding receptions are banned in Tier 3 areas but ceremonies can go ahead with 15 guests

- Funerals will allow up to 30 guests only

- Large sport events are banned from taking place but drive-in events like drive-in cinemas will be allowed

The majority of England will be in Tier 2, where the restrictions mean a ban on households mixing indoors and pubs, and restaurants only able to sell alcohol with a “substantial meal”.

The current coronavirus rate in Leeds is 138.3, with 1097 new cases recorded in the week to December 12.

This fell from a rate of 143.5 - with 1138 cases in the week - to December 5.

There had been some fears that the Christmas plans could be cancelled after rates began to rise sharply in some parts of the country.

Matt Hancock urged people to take “personal responsibility” in keeping the pandemic under control.

He told the Commons: “It’s so vital that everyone sticks at it and does the right thing, especially over this Christmas period.

“It’s important to remember that this can be a silent disease. One in three people who have the disease has no symptoms but can still pass it on.

“Everyone, therefore, has a personal responsibility to play their part in keeping this pandemic under control.”
