In a planning application submitted to Leeds City Council, Mr Dixon said all stallholders and local businesses were behind his idea.

He has also suggested incorporating the market stalls themselves into the work, depending on funds - and said it could attract new customers.

Cherry died unexpectedly in April, with Hunter passing a few months earlier and Charlton in July.

Mr Dixon wrote in his application to the council: "This mural is to honour three of Leeds United’s most decorated and much loved players Jack Charlton, Norman Hunter and Trevor Cherry who sadly departed this year in Leeds centenary and promotion year.

"The fact that they did not see Leeds promotion is of great sadness and I feel that we should honour them by painting a giant mural of them in Pudsey Market."

The design would have a similar background to the Bielsa mural, with Charlton in the middle lifting the FA Cup, Hunter to his left and Cherry on the right.

Pendants celebrating the achievements of the three players, who between them hold records for most appearances and trophies won, would also feature.

Mr Dixon said his mural would make the market an attraction to visiting fans and bring in new customers.

He added: "Depending on funding, I would like to incorporate the stalls of the market which could have the design from the mural vinyl wrapped onto sections of the market stalls with facts and figures of the players and the club.

"We could even name the stalls after the stands at Elland Road which include the Revie Stand, The Norman Hunter stand, East and West stands.

"There is already worldwide interest with the mural I did of Bielsa, with fans coming from as far away as Italy just to see it.

"When the fans are allowed back to Elland Road, with its massive global fan base with fans coming regularly from Norway, Sweden, Ireland and the USA to name but a few, Pudsey Market would be on their list of places that they would visit whilst they are here."

Mr Dixon added: "Finally, all of the local businesses around the market are 100% behind the project, along with all the market traders, and it is also being backed by the Leeds United Trust who are providing part of the funding, along with local businesses.

"My vision is to bring all this to Pudsey Market and give it a much needed boost in these trying times and what better way to do it by honouring these true legends of Leeds United."

People have until Friday, January 1 to comment on Mr Dixon's proposal.
