"Its East Stand can hold 17,000 fans and is the focal point of the famous ground. The ground may be slightly weathered in places, but that’s part of its rugged, old-school charm," she added.
Elland Road hosted an England warm-up friendly ahead of the World Cup earlier this summer, in which the Three Lions beat Costa Rica 2-0 in front of a crowd of 36,000.
The home of Leeds United beat out local Championship rivals including Sheffield United, who placed third in the list, and Sheffield Wednesday, who managed 11th.
Derby County's Pride Park was the runner up in second place, while Rotherham United ranked 19th.
