Ministers wrung their hands as hardworking business people and kind volunteers rung out mops and sponges. But they promised the people of this city that whatever needed to be done would be done to give the best possible protection for Leeds. But now it seems a lesser, cheaper scheme is good enough according to the Environment Agency. When it happens again there will be no comfort in saying “we told you so”. We have to fight now for adequate defences.
