In layman’s terms it said the scheme’s downfall was due to a series of unfortunate events - some of which were only obvious with hindsight - and importantly no single organisation was to blame.

That doesn’t alter the fact that for nearly a decade the projects were in limbo and have left everyone feeling that not just money but valuable time was wasted.

The watchdog report said the city is still “traumatised” by the failures of its past.

Whilst it is important to recognise that trauma and admit what a catastrophic effect it has had on people’s confidence in finding a good transport solution which will actually be built and work, we cannot let those feelings paralyse efforts to find a solution.

This report is an opportunity to draw a line under the failed scheme, stop the blame game and look forward. We need creative and imaginative thinking now to find a transport solution that works. Without confidence we will end up with a mediocre scheme which will not be up to the task in today’s modern Leeds.
