A £400,000 roadworks project will improve access and safety around a major new housing development in west Leeds.

The work at Royds Lane, Lower Wortley, near a new 154-homes development, will include a pelican crossing at the A6110 ring road, which has been moved from its original planned location after studies of pedestrian footfall revealed it would be better suited elsewhere.

‘No waiting’ restrictions are also proposed on Royds Lane near the roundabout and at the Royds Hall Road junction to accommodate relocated bus stops.

The residential development off Royds Lane was granted outline planning approval in 2013. The roadworks are being fully funded by the developer from a community contribution agreement.

A report by senior highways officers says: “Highway works are required to facilitate safe and efficient access to the site for all users of the highway network, and improve pedestrian and cycle connections.

“This will be achieved by widening footways on Royds Lane and installing a pelican crossing on A6110 ring road Lower Wortley.”

The report explains that following the initial design of the scheme, it became “apparent that the pelican crossing could be better located”.

This was partly in order to minimise loss of existing mature trees and to accommodate existing “pedestrian desire lines” – i.e,.paths created by erosion and repeated use.

“A number of pedestrian crossing movements were also observed on the eastern side of the Royds Lane/ring road roundabout outside an existing petrol filling station with much fewer people choosing to cross on the western side of the roundabout,” the report adds.

“A revised scheme proposes to move the pelican crossing from the west of the Royds Lane roundabout to the east, on the frontage of an existing petrol filling station.”
