Plans to build industrial units in Rothwell heard by Leeds City Council decision-makers this week

Plans to build six large industrial units on a site in Rothwell are set to go before Leeds City Council decision-makers this week.

The proposal for the site off Savannah Way is for the phased building of six, two-storey, grey clad units comprising 27,871 square metres of floorspace, to be used for industrial, storage and distribution, as well as offices to carry out “any operational or administrative functions”.

A report by council officers into the plans claimed each industrial unit would have a service yard and parking, with a total of 362 car parking spaces, 21 disability spaces, 29 motorcycle spaces and 150 cycle spaces.

Access to the site would be via “a continuation of Savannah Way”.

It’s all part of the Leeds Valley Park office scheme, which so far has three phases of development to the east and west of a connecting roundabout on the A61 Wakefield Road.

The plans have received 13 letters of objection on the scheme, with some locals raising issues around the loss of local green space, biodiversity and that the scheme would be “harmful to the character of the area”.

Members of Leeds City Councils’s South and West Plans Panel will meet to discuss the scheme this week.

A report by council planning officers recommends the panel accept the proposal in principle, adding: “The proposal is considered to comply with both national and local planning policy.

"The principle of development is accepted, and subject to the contributions… which mitigate matters raised in relation to highway safety and amenity and biodiversity to create, on balance, a scheme which is acceptable in terms of local and national policy compliance.

“Further, there are no nearby residential dwellings which would be impacted by virtue of the proposal, and any noise and disturbance caused by the operation of the site to nearby office workers is considered negligible.

“An update will be provided in regard access, coal, landscaping and biodiversity, as the applicant has provided information to satisfy the concerns raised.

“Subject to the above being considered satisfactory, it recommended that this application is approved, subject to the suggested conditions and section 106 set out at the head of this report.”

Section 106 refers to payments made by developers to go towards infrastructure costs to balance out the affects of new developments.

Such costs listed in the document include £244,750 towards “biodiversity units” nearby, £76,000 on improvements in Rothwell and various road and transport contributions.

The panel will meet to decide on the application on Thursday, July 1.
