Photographer Cole Dines, 43, said six police cars turn up outside his house and hammered on the door of his neighbour who he says has ‘obvious’ mental health issues.

Officers then took the man to the floor and allegedly tasered him once but it bounced off a shield and punched him in the throat. According to the witness police then tasered the man again as families watched. A video shows officers surrounding the man on the ground and then a cracking sound can be heard before a woman shouts “don’t hurt him”
