Video: ‘couple from hell’ who kept 38 dogs in their tiny two-bed home

David Govan, 65, and Marilyn Govan, 62, repeatedly ignored orders from council officers to restrict the noise of their hounds, a court heard.

Magistrates heard how the couple from Therfield, Herts, subjected their neighbours to a constant chorus of the pets barking, yapping and whining. The dogs would also continuously escape and defecate leaving a foul smell around the couple’s £190,000 ex-council home, the court in Stevenage, Herts, was told. The incessant noise at the semi-detached house began at 7am and lasted until 10am at night.
