Leeds City Council’s South and West Plans Panel considered early proposals by Keepmoat Homes for a 93-house development on Thursday.

The plans, presented as part of a Position Statement, include homes to be built across three adjacent sites - off Towcester Avenue, Thorpe Road and Thorpe View.

A total of 38 letters of objection have been lodged against the proposals, but many of those relate to the creation of the new link road between Throstle Road and Towcester Avenue, and fears it could be used as a rat run.

Two letters of support have been submitted by residents who live nearby.

Councillors at the meeting were told the three sites are now vacant, and part of brownfield land which has previously been developed.

Laura Marchant, on behalf of Keepmoat Homes, told the meeting the firm was hoping to return to the panel and apply for formal planning permission in September.

Coun Robert Finnigan, who sits on the planning panel, said the council needed to check the number of primary and secondary school places available in the area.

The plans are for 93 two and three-bedroom homes across the 13 sites, 14 of which will be affordable-prices houses in line with council policy.

There are two off-street parking spaces proposed for each property.

The meeting was told that the proposals compliment the Belle Isle and Middleton Neighbourhood Framework, adopted in 2013, which aims to enhance the area.

Keepmoat Homes are expected to apply for full planning permission next month.
