Health Secretary Matt Hancock acknowledged that had coronavirus infection rates had gone down in most Tier 3 areas but said "the Government won’t be making a change today”. Leeds City Council had told the Government that it believes the city should move into Tier 2 after a fall in the city's infection rate. Keep following for the latest news throughout the day:
