Is the latest lockdown in Leeds working?

Official Government figures show that since mid-January the rate of positive Covid cases per 100,000 people in Leeds has been falling. On Tuesday, the Leeds case rate broke the 100 barrier and was down to 98.3 cases per 100,000 people. The city has now been in lockdown for over two months, but figures show 22 out of 107 neighbourhoods have seen a rise in new infections.
