Cardiff were utterly dominant in the first half and took the lead in the 11th minute when Craig Bellamy exchanged passes with Peter Whittingham and beat Kasper Schmeichel from six yards out.
United had only one effort of note in the first half when Billy Paynter headed Robert Snodgrass' corner over the bar, but Snodgrass' brilliant strike on 59 minutes produced an equaliser out of nothing.
Leeds looked to have earned an unlikely point but Chopra scored from close range to hand City a deserved success.
