HOW CAN it be that a few louts can prevent Leeds City Council staff from working alone on a council estate in the city?

Such is the trouble on Holdsforths Estate that the edict has been issued to city hall employees. Police and anti-social behaviour officers are apparently monitoring 10 addresses in the area.

We don’t envy the job facing the police, but it is essential that they not only engage in this battle quickly but that they win it decisively.

It is not too much to ask that council employees – and, for that matter, any other individuals – can work on a city estate with peace and security.
