'˜Mustard Wharf' riverside homes and leisure complex in Leeds set for approval

Councillors gave the go-ahead to developers CTP and regeneration specialists U+I for 250 new homes, office space, bars, cafés, restaurants and public spaces at Granary Wharf Car Park on Canal Wharf, Holbeck, last summer.

But the scheme will be back at the City Plans Panel on Thursday, after which it is likely to be delegated for approval so long as developers pay a ‘commuted sum’ of £755,996 towards off-site affordable housing.

When permission was first granted, it was on the grounds that five per cent of the ‘Mustard Wharf’ site would be reserved for affordable homes.

David Topham, chief executive of CTP, said: “We are pleased that the final leg of the consents we require is now to be heard by the Plans Panel this coming Thursday.

“We received a ‘minded to approve’ resolution from the Plans Panel last June, and since that period we have been working with colleagues at the City Council to refine the proposals and planning conditions to pave the way for an early commencement on site.”

As part of a Section 106 Agreement, the developer will have to pay £42,650 towards sustainable travel incentives to encourage the use of public transport. Among other payments, £34,015 would be contributed to planting trees around Holbeck and possibly at a public space planned in front of Temple Works.
