As reported on Woodhouse Today, the proposals would see 40 concrete blocks sunk into the moor, allowing for up to 80 barbecues to be lit at any one time.
But residents say Woodhouse Moor is already plagued with anti-social behaviour, including litter, noise and late-night student drinking parties.
Speaking at the meeting, Martin Staniforth, of The Friends of Woodhouse Moor, said: "What used to be an open space for all to enjoy is becoming an area where many people feel uncomfortable and unsafe because of the drunkenness, vandalism and anti-social behaviour which goes on there.
"Local people don't want to see money wasted on concrete blocks. They want it spent on improving the moor, undoing the damage that has been done in recent years, and making it a welcoming, attractive and safe area for all."
Mr Staniforth, described the council's consultation exercise as "a shambles".
Surveys were supposed to be sent out to 10,000 homes surrounding the moor, but many residents claim they did not receive one.
The matter will now be passed on to the council's Executive Board for consideration.
