As part of the process, local residents' groups, children and young people are being encouraged to get involved with the plans, putting forward ideas for planting and environmental improvements.
Councillors on the east inner area committee have granted 500 towards the project.
Councillor Brian Selby (Lab, Killingbeck & Seacroft) said: "Groundwork Trust Leeds have already done an amazing job in other areas and I am really looking forward to seeing the plans that they come up with for Seacroft.
"The fact that local residents are being asked for their input means that this is very much a community effort. Hopefully this will also encourage new users along."
