LEEDS housing chiefs are introducing a ‘good behaviour’ clause in their new lettings policy to help fast track the best tenants into the best – and newest – council homes in the city.
The changes will kick in when 388 new homes in Beeston and Holbeck – which are currently being built – become available.
The idea, say council bosses, is to make things more fair for people with perfect tenancy records who may feel they are being overlooked for requested moves by pressures on the housing waiting list.
A report just approved by the city’s director of housing says: “The council wishes to overcome the perception that the current lettings policy is unfair to tenants who have been on the housing register for a long time, who feel they have little hope of being rehoused ahead of other customers in housing need. The council will now start giving give preference for the majority of lettings of new build homes to existing council tenants who have a connection to the local area and can demonstrate an excellent tenancy record.”
The authority wants to “reward tenants who have demonstrated a commitment to their existing tenancy,” the report says.
It adds that the properties released by the transferred “exemplary” tenants will be re-let to others on the housing waiting list.
Coun Peter Gruen, Leeds city council’s executive board member for neighbourhoods and planning, said previous lettings policies tended to ”give preference to defined groups of people, for example, on the basis of their age, employment status or local connection to an area”.
“We think it is both more effective and better reflects the wishes of our communities to consider tenants who have conducted their tenancy in an exemplary way as part of the initial lettings process for these new build properties,” he said.
