Leeds patient sent home 11 days before murderous attack

A decision not to admit a man with a personality disorder to hospital days before he battered a man to death was correct, an independent report has found.

Alan Williams, along with another man, attacked another resident at a house for the homeless in Harehills, Leeds, in July 2006.

Williams, then 23, later admitted murdering Rodney Ramkissoon and was jailed for life.

Following the incident, NHS bosses in Yorkshire commissioned an independent report into the case because Williams had been a patient of mental health services in Leeds.

He had been diagnosed with emotionally unstable personality disorder.

According to the investigators, his care was reasonable until May 2006 after which he didn't receive the mental health care he should have during two spells in prison.

Williams was released 11 days before the murder, the report said.

A few days later he went to hospital claiming he felt suicidal and was hearing voices and was assessed but was not found to need admission. The report concluded this was reasonable and the attack by Williams was neither predictable nor preventable.

Chris Butler, chief executive of mental health services provider Leeds Partnerships NHS Foundation Trust, said 15 incidences of good practice had been highlighted by the inquiry and they would learn from the report.
