Large parts of Leeds city centre will be closed to traffic for 15 hours during the Grand Depart weekend.
Leeds City Council has revealed its plans to close miles of city roads so that the world’s top cyclists can ride from The Headrow for the start of stage one of the Tour de France on Saturday July 5.
The Headrow, Eastgate and the roads around Millennium Square will be closed from Friday July 4 at midnight to Saturday July 5 at around 3pm, while roads from Regent Street to Harewood will close for over 10 hours from the Saturday at 4.30am and highways from Harewood to the Bradford border towards Ilkley will close for 10 hours from 5am.
The detailed transport plans also show widespread parking restrictions and the introduction of park and ride facilities as the city centre is locked down to host hundreds of thousands of fans for the launch of the cycling showpiece.
The council’s executive member for leisure and skills, Coun Lucinda Yeadon, said: “The Tour de France is much more than a bike race – it is a real spectacle and for years to come people in Leeds and beyond will be saying ‘I was there’ – so be a part of this fantastic event and make the most of an amazing day.”
Almost 200 cyclists including the likes of Chris Froome will set off from outside Leeds Art Gallery, on The Headrow, on July 5 at 11.10am before taking on the 190km stage one route from Leeds to Harrogate.
Thousands of fans are expected to watch on from official Grand Depart spectator hubs in Leeds city centre, Scott Hall playing fields, Harewood House, Otley and Ilkley. Similar festivities have been organised in Pool-in-Wharfedale.
Due to the influx of fans there are some exceptions to the timings stated, with the A61 Harrogate Road northbound from the A6120 Leeds Outer Ring Road not closing until 6.30am on July 5 to allow access for parking at the Harewood Estate, and the A658 Main Street at Pool and Crossgates, in Otley, staying open until 8am.
Roads around Otley town centre will remain closed until 8pm to allow for crowds to be managed after the race on July 5.
The lengthy closures are to allow the route to be prepared, infrastructure to be put in place and removed afterwards and for crowds to be managed safely.
Coun Yeadon added: “I would urge everyone to read and follow the guidance carefully so they can decide how they want to make the most of the day or how they can best limit the interruption to their usual routine.”
Some city centre car parks will be closed or have limited access, but park and ride will be in operation at Elland Road and Temple Newsam on July 5, from 5.30am to 8pm, with transport into the city centre.
Parking will be free but return shuttle journeys will cost up to £3.
Any cars left parked on streets surrounding the startline from July 4 at 5am will be at risk of being towed away, while the rest of the route needs to be clear by 7pm the same day. Pedestrians can cross the route at designated points up to 30minutes before the publicity caravan rolls by, around two hours before the race itself.

FULL ROAD CLOSURE DETAILS
City Centre to Regent Street
The Headrow and Eastgate will be closed from just after midnight on Friday 4July. This will mean that through and cross movements that would ordinarily use these roads will not be available from then.
The roads around Millennium Square will be closed to traffic from midnight.
On-street parking on Calverley Street, Great George Street, Cookridge Street, Rossington Street, Percival Street, Portland Crescent and Portland Gate will be suspended from 5am on Friday 4 July.
Roads in the city centre expected to re-open by 1500 hrs on Saturday 5 July.
Regent Street to A6120 Leeds Ring Road
On Saturday 5 July the A61 from Regent Street to the A6120 Ring Road will be closed from 0430 hrs. Vehicles will not be permitted back on to the race route until the closures have been lifted after the race at approximately 1500 hrs.
Generally, on-street parking will be prohibited along the race route from 1900 hrs on Friday 4 July until the closures have been lifted after the race. Residents are advised to move vehicles to a suitable place away from the race route if they need to use them during the road closure period. Any vehicles left on the race route after 0430 hrs risk being towed away.
The southbound carriageway of the A61 will also be closed. Vehicles parked here are done so at the owners’ risk.
The A6120 Ring Road will be closed both ways at the junction with the A61whilst the road closures are in operation.
Business at Nortech Close (at Sheepscar) will have access available only from Roundhay Road with egress via a revoked one way and back to Roundhay Road.
A6120 Leeds Ring Road to Harewood
The A61 northbound from the A6120 Ring Road will be closed from 0630 hrs to allow access to event parking at Harewood Estate only (through movements will be restricted from 0430 hrs).
The A61 from Wyke Lane to Harewood Bridge will be closed from 0430 hrs. Vehicles will not be permitted back on to the race route until the closures have been lifted after the race at approximately 1500 hrs.

Residents are advised to move vehicles to a suitable place away from the race route if they need to use them during the closure period. In respect of the section of Harrogate Road between Alwoodley Lane and the A6120 Ring Road, the southbound carriageway will also be closed. Vehicles parked here are done so at the owners’ risk.
Harewood House to the Bradford border on the A660
The A659 will be closed from its junction with theA61 Harrogate Road through Arthington, Pool-in Wharfdale and Otley (via Ilkley Road) and then the A660 from Bradford Road towards Burley in Wharfedale from 0500 hrs
From 0500hrs the following roads will be closed: Weardley Lane; the A659 from its junction with the A61 Harrogate road through Arthington, Pool-in-Wharfedale and Otley to the old Ilkley Road; the old Ilkley Road from the A659 to the A660 and the A660 from the Bradford Road Roundabout to the Bradford boundary and beyond to facilitate the race.

In Pool-in-Wharfedale the A658 Main Street will remain open until approximately 0800 hrs on Saturday 5 July to provide access to the spectator car parking. It will open again as soon as possible after the race has passed.
In Otley Kirkgate, Manor Square and Courthouse Street will also close for the set-up of the Spectator Hub at 0500 hrs. Access across the race route will be maintained via Crossgate and Wesley Street until approximately 0800 hrs. It will open again as soon as possible after the race has passed.
The roads closed for the Spectator Hub in the centre of Otley will remain closed until 2000 hrs at the latest. Residents on Ilkley Road will be provided with alternative parking in the Wharfebank Business Centre.
ROADS WITH RESTRICTED PARKING ON JULY 5
To ensure that traffic can flow towards the race route and other spectator points, there will be additional prohibitions on parking. The roads where there will be parking restrictions are: - Buslingthorpe Lane (the whole); Savile Mount (the whole); Potternewton Lanem (the whole); Stainbeck Lane (Stainbeck Road to Harrogate Road); King Lane (Stonegate road to Harrogate Road); Street Lane (Stonegate Road to Harrogate Road); Stonegate Road (Street Lane to Harrogate Road); A6120 Ring Road (King Lane to Park Lane).
Alwoodley Lane (Sandmoor Lane to Harrogate Road); Wigton Lane (Harrogate Road to Manor House Lane); A659 Otley Road (Weardley Lane to A61 Harrogate Road); King Lane (Alwoodley Lane to Arthington Road); Eccup Lane (King Lane to Weardley Lane); Weardley Lane (Eccup Lane to Harewood entrance).
