Gordon Brown hails the Leeds 'quiet revolution'
A "quiet revolution" is taking place in Leeds as the government hands over more power to the city region's leaders, Gordon Brown has declared.
The Prime Minister hailed the creation of the Leeds City Region in a keynote speech in London, saying it had been handed "real power" over jobs, skills, transport and housing.

However, the joint leader of Leeds council Coun Richard Brett today insisted Leeds still has to go "cap in hand" to Whitehall for the funding it needs to bankroll major projects, such as the city's proposed arena.

The Leeds City Region pilot was formally launched by the government amid great fanfare in November.

The partnership of 11 Yorkshire councils has been handed a greater say over housing, transport, skills and innovation policy.
There will be a number of boards set up to look at ways of making improvements and a 20-year transport strategy will be agreed with the Government.
Mr Brown said: "Take what is going on in greater Manchester and Leeds.
"Out of the glare of publicity and based on the new tools we have provided, we are seeing a quiet but profound revolution starting to emerge as to how England is governed."
