The artwork – which cost Leeds City Council more than 143,000 – has come under intense criticism, with residents and council chiefs alike branding it a waste of cash.
The sculpture, chosen by local councillors, was first installed on the main entrance to the district in January.
But it has only just been completed after months of wrangling between councillors, council bosses and authority officers.
The delays saw the cost of the project more than double but this week it could be seen in its completed state - painted in red, black and white, adorned with 'Welcome to Cross Gates' stones and illuminated.
