A spokeswoman for the force said a 19-year-old man was also arrested and charged after the incident in Aldsworth Road, Cardiff.

"A car was involved in a collision with parked vehicles and a lamp-post in Aldsworth Road, Cardiff, at around 1am on 22 December 2009," she said.

"It is believed two people were in the car.

"A 19-year-old man and a 13-year-old male were arrested and have since been charged with the offence of aggravated vehicle taking.

"The 13-year-old boy was arrested for providing a positive breath test and was then charged with failure to provide a substantive sample for further analysis.

"Inquiries are ongoing to find out who was driving the vehicle at the time of the incident."

An eyewitness told the South Wales Echo he saw a white Vauxhall Corsa "flying" up the road.

The unnamed man said seconds later he saw the car turn into Aldsworth Road and crash.

"I went running up and expected them to be dead," he said.

A Renault Laguna, an Audi A3 and a Nissan Primera were all damaged, it was reported.
