They were taken at around 1.30pm on Saturday, September 5.
Mrs Bean, of Francis Street, Chapeltown, who has heart problems, had been disturbed 30 minutes earlier by a man calling at her door, in a white pick-up truck, looking for scrap.
She said: "I was having a nap on the sofa and it was a really nice day so the dogs were outside in the garden, minutes later they were gone.
"I couldn't believe it."
Her daughter Dawn Behan, of Meanwood, said: "My mum is lost without them.
"They were her life and she adored them." The black pup is nine weeks old and worth around 1,000.
The red and white papillon, which is microchipped, is worth around 700.
* Police said they were investigating and anyone with information was urged to contact 0845 6060606 and asked for the Chapel Allerton Neighbourhood Policing team.
