The 1,270 square metre Bond Bryan Architects designed building will be a base for community health, social services, post-16 education, community policing and cadets.
The two-storey building will include an IT room, children's playroom, interview rooms, classrooms and a meeting room. It is due to be up and running next summer.
The building has been named The Moyes Centre at DYCA in recognition of the work of DYCA founding chairman of governors Hartley Moyes, who has also been instrumental in its creation.
