Phase 2 will see new benches, bins and cycle racks fitted.
The 325,000 package of funding includes cash for the ongoing regeneration of Garforth.
Councillor Andrew Carter (Conservative, Leader of Leeds City Council and Executive Member for Development) said: "Halton and Garforth are just the latest beneficiaries of our 13m town and district centre regeneration programme. Many of these centres have suffered from years of under investment and we are now working hard to put that right.
"These projects will make a big difference to residents of Garforth and Halton, giving them new improved amenities and helping to make these towns great places to live and work while hopefully encouraging further growth and investment in the future. "
