A 15-year-old and 18-year-old were also arrested following a covert surveillance operation on the site of a disused temple.
The arrests follow the YEP's story earlier this week which revealed children as young as eight were dealing crack and heroin in Leeds.
Residents had complained to police about drug dealing on the land, near the junction of St Mary's Road and St Mary's Court.
Officers responded to their concerns, voiced at a Police and Community
Together (PACT) meeting, by launching the covert operation.
A 37-year-old woman and a 38-year-old man, both from Leeds, were later arrested and bailed on suspicion of buying crack cocaine.
Police then raided a house on Grange Avenue, where the 13-year-old was arrested.
The other teenagers were held following a similar raid at a house on Reginald Street, where officers found 600 in cash and 25 wraps of crack cocaine.
All three were taken into police custody and arrested on suspicion of possession with intent to supply Class A drugs.
Inspector Tony Reed, who leads the Chapel Allerton Neighbourhood Policing Team (NPT), told Chapel Allerton Today: "These arrests demonstrate the simple but effective work that local residents and the police can achieve by working together."
