Bill for Leeds councillors expenses tops the £2m mark

Councillors in Leeds last year claimed more than £2m in allowances and expenses, latest figures reveal.

The figures show that members of the country's second biggest local authority claimed a total of 2,064,344 in 2008/09.

The bulk of the claims is made up of allowances that councillors are paid to carry out their civic work.

Claims for travel and subsistence amounted to only 2,414.

All of the city's councillors receive a basic allowance of 14,634 a year to cover telephone calls, travel and subsistence within the city, office expenses and any other costs incurred to carry out their public duties.

Councillors who take on extra work – such as the role of council leader, member of the Executive Board or chair of a committee – are paid an extra special responsibility allowance (SRA).

Coun Andrew Carter (Con, Calverley and Farsley) and Coun Richard Brett (Lib Dem, Burmantofts and Richmond Hill), who share the role of leader with each serving in the top job for six months, both received an SRA of just over 30,000.

Additional expenses can only be claimed in instances where councillors have to travel outside the Leeds metropolitan area for council business.

An independent remuneration panel provides advice on allowances and makes recommendations about the level of allowances councillors should receive.

Coun Brett, executive member responsible for finance, said: "In Leeds we have worked to ensure we have an allowance scheme that is absolutely transparent and fair.

"We were one of the first local authorities in the country to voluntarily establish an independent remuneration panel in 1999, some two years before it became a statutory requirement in 2001, and the panel continues to provide valuable independent advice and guidance on the make-up of the allowances in Leeds.

"We will continue to work to ensure that we have a members allowance scheme which is transparent and fair and open to public scrutiny."
