A Leeds clinical scientist who was given a police caution after using an internet website to "sexually harass" a female colleague he had bombarded with gifts has been struck off.
Dr Fraser Lewis received a police caution on 4 July, 2007, from West Yorkshire Police for "pursuing a course of conduct which amounted to harassment" after "using an internet website to sexually harass a colleague."

The hearing was also told he
had bombarded her with gifts from him and loitered outside the home of the woman identified only as GC. And he was later found to have contacted her social networking website using another person's identity.

In a decision just published, the panel said: "From 2004-2006, the registrant harassed GC by inappropriate calls; sending gifts and loitering outside her house.

"In 2006, GC began a grievance procedure against the registrant who was her line manager. This grievance was withdrawn but the line management arrangements were changed and the registrant was advised to conduct his behaviour towards GC in a professional manner.

"At or about this time GC was contacted on her My Space website by someone purporting to be 'Daniel Talbot'. Inappropriate emails, some of a sexual character and expensive gifts were received by GC from Daniel Talbot.

"Over time, GC suspected that Daniel Talbot was the registrant. Investigation by the Trust authorities found that contact from Daniel Talbot had come from the registrant's computer. In addition, photographs of GC were found on his computer.

"The registrant was interviewed on two occasions by Trust investigators. On both occasions, the registrant denied that he was Daniel Talbot and denied that he was guilty of any wrongdoing. Rather, he asserted that he was the victim of harassment and made assertions against GC.

"On 04 July 2007, the registrant was arrested by West Yorkshire Police investigating allegations of harassment. The registrant admitted the offence and was cautioned. Subsequently after disciplinary procedures, he was dismissed by his employer."

In a letter to the HPC, the police stated : "The suspect is the complainant's boss. Between the dates stated, the suspect has continually harassed the complainant by calling her out of hours, bombarding her with gifts and loitering outside her house.

"The complainant asked the suspect to stop this behaviour several times but he has carried on. In January 2006, an official grievance was put in and suspect ceased to contact the complainant.

"In April 2006, the suspect has re contacted the complainant under an alias via her my space page. The complainant noticed similarities between the emails and the suspect contact.

"She has traced these emails via IP Address to the suspect's work computer. As a result of this harassment, the complainant's health has suffered and she is currently seeing a doctor for depression.

"She is petrified to leave her own house and has had several months off sick due to the harassment caused by her boss."

Describing the conduct as "serious", the panel said in striking him off: "In this case, the conduct took place over a prolonged period of time. While ultimately admitting his conduct by the police caution, he did on two occasions deny any wrongdoing to Trust investigators and indeed accused GC of harassing him."
