Just punishment

IT was said on the radio today (August 18) that the penalty for careless driving causing death, has been increased. This is for such as using a mobile phone, composing a text, or applying make-up. Why have they taken this step up in action? According to the Government spokesperson, it is because the current law is not a big enough deterrent.
If they believe that by increa-sing the level of punishment it will lessen the crime, what possible argument can they put forward, for not bringing back the death penalty?
